Chief of Police
(Salary Range in the low $100s, DOQ)

The Community
Deer Park, “the Birthplace of Texas,” is an inviting and family-friendly community of approximately 31,000 situated in the Greater Houston area. The City’s 10.2 square miles of land area is surrounded by Pasadena on the west and south, LaPorte to the east and unincorporated Harris County to the north. Deer Park’s residents and visitors enjoy stable and responsive governmental services, a high quality of life and a vibrant local economy.

City Organization
The City of Deer Park has a Council-Manager form of government. The City Council consists of seven members, a Mayor and six at large Council members. The City’s proposed 2008-2009 fiscal year annual operating budget provides for general fund expenditures of $35.3 million and $54.4 million for all funds.

Under the direction of the City Manager, the Police Chief commands an accredited and fully functional law enforcement agency currently comprised of 83 full-time positions, of which 59 are for sworn officers. The Department’s proposed operating budget for 2008-2009 is $6.5 million; a substantial increase over the $5.4 million budgeted for 2007-2008. The proposed budget also includes additional sworn and civilian positions.

Position Profile
The Deer Park Police Department (DPPD) has distinguished itself as a professional and progressive agency, placing emphasis on training of its officers and setting high expectations for community service. DPPD is nationally accredited by CALEA (conferred in 2006) and the City Manager will encourage the new Chief to pursue continued accreditation. DPPD’s Communications Section, which handles an average of 18,000 calls annually, achieved accredited status in 2006. The Deer Park Police Chief commands one of only two municipal police agencies in Texas requiring a baccalaureate degree for all officers.

The vacancy for the Police Chief was created by the death of Chief Bill Young, who served with distinction for 8 years until his passing in May of this year following an extended illness. The Assistant Chief is serving as Police Chief in an Interim capacity. DPPD has two primary operating divisions, the Administrative Services Bureau (Technology, Recruitment and Training, Polygraph, Property Room and
the Records Section) and The Neighborhood Services Bureau (Neighborhood Liaison, Dispatch, Community Services, Patrol, Crime Analysis, Traffic Enforcement, and Detention).

The Department has excellent staffing, technology, facilities and equipment. DPPD is highly committed to working with the community in a partnership. Beginning in 2000, DPPD has engaged in increasing close conjunction with the Deer Park community to address neighborhood issues and root causes of crime and disorder. The Department has emphasized geographical based areas of responsibility for patrol officers and investigators to enhance their knowledge and connection with the assigned areas. DPPD offers GREAT, Crime Watch, House Watch and Citizens Police Academy as primary community policing vehicles. The Department enjoys an excellent working relationship and reputation within the Deer Park community.

The City Manager is seeking an outstanding leader who has the experience, talent, professional commitment and vision to manage and direct the daily operations of the Police Department and provide law enforcement services to a highly involved citizenry who have high expectations of their municipal government. Highly developed professional knowledge and skills, managerial and administrative competence, maturity of judgment, strong personal leadership, high ethical standards, and the ability to communicate effectively and positively with the organization and the community are essential.

Candidate Profile
The position of Police Chief in the City of Deer Park is a high profile leadership role with a number of key expectations and abilities necessary for success. The City Manager is seeking a Police Chief with:
- A commitment to policing in partnership with the community, preferably with prior experience in a Community-Oriented Policing environment. The Chief will embrace teamwork and work with appropriate citywide resources to provide the highest possible level of customer service and response to community issues.
- A commitment to communicating with all levels of the community, Department and the municipal organization consistently, accurately and timely. Highly developed presentation and listening skills are essential.
- An active level of involvement in professional law enforcement organizations and a willingness to maintain a high level of professional networking.
- While willingness to appropriately confront issues and make difficult decisions, an approachable, friendly, open and participatory management style, open to and respecting input from employees, is sought.
- High personal energy, a positive approach, self-confidence. - The ability to effectively articulate police and public safety-related issues, goals and objectives and the concurrent ability to translate policy decisions into operational action.
- The ability to manage budgets and resources in a cost-effective manner and creativity in maximizing available resources through grants, intergovernmental cooperation and prioritization of existing needs.
- A track record of success in personnel management, to include recruitment, training, discipline, performance evaluation and career development, with the ability to effectively delegate authority and responsibility while maintaining appropriate levels of accountability and operational control.
- A positive commitment to embracing diversity and personnel/recruitment practices that ensure DPPD is an environment that encourages individual opportunity and excellence, regardless of race, sex, individual or cultural differences. The Chief must also demand enforcement practices that exemplify fairness, consistency, and absolute compliance with applicable laws and statutes.
- An understanding of the political process while avoiding personal involvement in political issues.
- Personal and professional integrity of the highest order, demonstrated in both the candidate’s public and private life.

Education & Experience
Required education will include a Bachelor’s degree in criminal justice, business administration, public administration or a closely related field. A graduate degree in a related field would be helpful but not required. Ten years experience in a municipal law enforcement agency or equivalent is required with a minimum of five years supervisory experience at the Lieutenant level or above.
